the name of God Before the war, Iran's economy was also eroding under the pressure of chronic imbalances and unsustainable decisions, and today, the consequences of the war, along with rampant inflation, stagnant production, the collapse of the national currency, and capital flight, have made the risk of economic paralysis more prominent than ever. In such circumstances, the threat of the European Troika activating the “trigger mechanism” is very real and imminent. Returning the Iranian nuclear case to Chapter VII of the UN Charter would bring back UN sanctions and create a deeper recession than the consequences of the recent war. This return would also provide legitimacy for a future war against Iran, labeled as a “threat to peace.” Therefore, preventing this scenario is a matter of national security, not a partisan or electoral issue. Today, at this historic juncture, there are three paths ahead for the nation and the government: A. Continuation of the status quo; with a fragile ceasefire and an uncertain future. B. Repeating the pattern of the past 22 years: tactical negotiations to buy time, without addressing the root causes of the crises. C. The courageous choice of national reconciliation and abandoning hostilities inside and outside the country; with the aim of reforming the governance structure and returning to the principle of people's sovereignty through holding free elections and eliminating discretionary supervision, and on the other hand, ending tension-building and international isolation. The Iranian Reform Front, based on the strategy of reform from within, considers national reconciliation and its results to be the only way to save the country and a golden opportunity for change and return to the people. Without a doubt, without addressing deep structural reforms, national reconciliation and general amnesty will simply become a political show. Therefore, we state our immediate and operational roadmap for carrying out structural reforms in the two areas of domestic policy and foreign policy as follows: 1. Declare a general amnesty and pardon, lift the detention of Engineer Mir Hossein Mousavi and Dr. Zahra Rahnavard, lift political restrictions on Seyyed Mohammad Khatami, release all political, ideological, and civil activists prisoners, and end the repression of reformist critics to rebuild national trust and repair the nation-sovereignty gap. 2. Changing the governance discourse to national development through the formulation and implementation of the "Iranian Development and Prosperity Doctrine" centered on the welfare, prosperity, and dignity of citizens, instead of prioritizing ideological conflicts. 3. Dissolution of parallel institutions and meaningful changes in appointive institutions and their approaches, ending pluralism in decision-making, restoring government authority, and preventing the interference of numerous extralegal, non-transparent, and unaccountable councils in the administration of the country. 4. The return of military forces to their barracks and their withdrawal from the realm of politics, economics, and culture. 5. Reviewing internal security approaches and policies and maintaining deterrent defense capabilities, along with reducing the security perspective on society and eliminating the selective view of "insider and outsider." 6. Reforming the approach and management of the Iranian Broadcasting Corporation, media freedom, and eliminating censorship. 7. Changes in laws related to women's rights that have exposed half of society to systematic discrimination and violence. 8. Removing the country's economy from the grip of government oligarchs and creating equal economic opportunities for all people and providing a platform for domestic and foreign investors. 9. Reforming foreign policy based on national reconciliation and solidarity among all Iranians inside and outside the country, utilizing all the capacities of official and public diplomacy to prevent the activation of the trigger mechanism, lifting sanctions, and returning the cultured and peace-loving nation of Iran to its worthy position in the international system. 10. Utilizing the nuclear initiative to exit the crisis and declaring readiness to voluntarily suspend enrichment and accept IAEA monitoring in exchange for the complete lifting of sanctions, with the aim of initiating comprehensive and direct negotiations with the United States of America and normalizing relations based on dignity, wisdom, and expediency. 11. Regional integration to create lasting peace and seize the opportunity to engage with neighbors, support the establishment of an independent Palestinian state in accordance with the will of the people of this land, and cooperate with Saudi Arabia and other countries in the region to rebuild Iran's image as a peaceful and responsible nation; Because establishing national reconciliation and changing the current governance practices is the desire of the majority of the Iranian people, a people whose choice is to engage with the international community, peacefully coexist with neighbors, achieve development, and live in security and prosperity. According to the Iranian Reform Front, the pillar of returning to the people is based on the principle that a golden opportunity for change is now before the nation and the government, and it can become a springboard for sustainable development, rebuilding social capital, and respectful interaction with the world. However, any disregard for the necessity of change will lead the country to a path of gradual collapse. Therefore, we call on all national political forces advocating peaceful and non-violent reform approaches, both inside and outside the country, and on all decision-making institutions supporting the rights of the nation, to come together on the basis of national interests instead of continuing with artificial and fruitless demarcations. This moment is the moment of great decision to move beyond the past and open the doors to a different future. Tomorrow may be too late. Iranian Reform Front August 16, [2025]
